New York-based attorney and General Counsel of the pro-Khalistan group Sikhs for Justice (SFJ), Gurpatwant Singh Pannun, has filed a civil lawsuit against the Indian government. The lawsuit, submitted in the US Federal District Court, accuses India and senior officials of the Research and Analysis Wing (RAW) of attempting to assassinate Pannun on US soil. This legal action follows a broader crackdown on Sikh activists advocating for the Khalistan Referendum.

The complaint alleges that RAW officials, reporting directly to Indian Prime Minister Narendra Modi, hired weapons trafficker Nikhil Gupta to orchestrate Pannun’s murder. However, the plot is foiled when the hired hitmen turn out to be undercover federal agents. This incident coincided with the killing of Sikh leader Hardeep Singh Nijjar in Canada, further intensifying concerns over India’s actions against Sikh activists abroad.

The lawsuit seeks to hold the Modi government accountable for what Pannun calls “transnational repression.” It alleges a broader campaign to suppress Sikh activism through intimidation, violence, and manipulation of international legal systems.
