The Pakistani government is reviewing its passport policy for married and divorced women following concerns raised about a potential discrepancy between the National Database and Registration Authority (NADRA) and the passport issuing authority.
The issue came to light after a lawyer, Khadija Bukhari, highlighted the difference in how these two government agencies handle a woman’s name on identification documents. Currently, NADRA allows a married woman to retain her father’s name on her CNIC, while the passport authority requires a married woman’s passport to include her husband’s name.
This policy has sparked debate, with some arguing it discriminates against women, particularly divorced women. Even after a divorce, a woman’s passport would still include her former husband’s name.
Responding to the controversy, the Director General of Immigration and Passports, Mustafa Jamal Kazi, explained the rationale behind the current policy. He argued that passports are international documents and follow international agreements, while NADRA records are for local use.
However, Kazi acknowledged the difficulties this policy could create for women traveling with their children, especially if the father is not present. He also highlighted the administrative challenges posed by unregistered divorces.

The government has taken steps to address the concerns. Interior Minister Mohsin Naqvi has formed a committee to review the policy and find a solution that is convenient for married women. This committee will consider all relevant factors and propose workable solutions within legal and regulatory frameworks.
